"The Plenary will be giving a clear signal that the people are above the deputies, and for this reason, this room will be located in the lowest part of the building, while the cladding of the building seeks to give the feeling of strength characteristic of Costa Rican democracy. ”, indicated the Legislative Assembly in a statement.

The concept of the building intends to reflect the transparency, democracy, solidity, freedom and roots of Costa Rica.
